Yet, despite the addition of security protocols, and training to thwart hacking incidents, the industry continues to be plagued. In fact, healthcare hacking incidents accounted for 44% of all tracked data breaches in 2018, the most of any category of breach.

This year, we are excited to have the Institute for Critical Infrastructure Technology (ICIT) on the panel. ICIT recently released An Analysis of Responses to Senator Warner’s Health Sector Cybersecurity Inquiries. As a nonpartisan think tank, ICIT is supportive of legislative efforts from any member of Congress that brings visibility to cybersecurity and elevates the resiliency of America’s critical infrastructure sectors to a top priority among our Nation’s leaders, particularly one that is highly targeted such as the health sector. Parham Eftekhari, the Executive Director of ICIT and one of the authors of the analysis will be a panelist.
Also on this year’s panel is Dave Summitt, the CISO of Moffitt Cancer Center, a Fellow at ICIT and a national speaker on the subject of cybersecurity.
Rounding out the panel is Jenn Behrens, EVP of Privacy for Kuma, a leading cybersecurity firm that has worked with NIST and other agencies in developing a security framework.
Our moderator is no stranger to our panel discussions. Healthcare attorney Matt Fisher and host of Healthcare de Jure on our HealthcareNOW Radio station, will be on hand, leading the discussion.

Matt is a Partner with Mirick O’Connell. He is the chair of the firm’s Health Law Group and a member of the firm’s Business Group. Matt focuses his practice on health law and all areas of corporate transactions. Matt’s health law practice includes advising clients on complying with requirements of HIPAA, the Stark Law, the Anti-Kickback Statute, and other regulations in the context of daily operations, contractual arrangements, and relationships.

Parham Eftekhari is the Executive Director of the Institute for Critical Infrastructure Technology (ICIT), the nation’s leading cybersecurity Think Tank. Combining 15 years of technology experience with a lifelong passion for leadership and community engagement, Parham is privileged to advise executives at some of the world’s top public and private sector organizations, build strategic alliances, and create thought leadership programs focused on national security, cybersecurity, and digital transformation. Parham is responsible for managing the Institute’s content strategy which consists of research publications, executive briefings, and digital engagement initiatives. In this capacity, Parham regularly engages with the media, has contributed to over a dozen publications, and has developed or led over 100 educational briefings and events at institutions including TEDx, Congress, the World Bank, RSA, (ISC)2, and C-SPAN. He is also the founder of CamPath Webcam Covers and was a co-founder of GTRA, which in its prime was one of Washington D.C.’s leading public-private sector executive collaboration organizations. Parham is a graduate from the University of Wisconsin Madison’s School of Business and is fluent in French and Farsi.
Dave Summitt is the Chief Information Security Officer at the H. Lee Moffitt Cancer Center and Research Institute in Tampa, Florida. With over 30 years of experience in information technology, Dave’s experience crosses federal and private sectors. Prior to his role at Moffitt, Dave held the Chief Information Security Officer role with the University of Alabama at Birmingham Health System and Manager of Information Security at Bayfront Medical Center in St. Petersburg, Florida. A 21 year federal career with the Department of Defense preceded his entry into Healthcare security. Dave earned his undergraduate degree in Information Systems Management from the University of South Florida and his Masters in Information Security with a Digital Forensics concentration from Norwich University and is beginning his PhD in Information Technology Cyber security concentration this summer . Dave is as a fellow with the Institute of Critical Infrastructure Technology (ICIT) a national cyber security think tank, a member on the Forbes Technology Council and serves as an adviser to the Center for Cyber Safety and Education.
Dave speaks at various Cyber Security events throughout the country on topics ranging from building security teams and cyber awareness to roles and responsibilities of CISOs as well as providing recommendations and insights into cyber threats and incident response.
Jenn Behrens, PhD is Partner and Executive Vice President of Privacy for Kuma. Jenn focuses on supporting organizations in transition from compliance to commitment in privacy and security excellence, and has led the privacy-engineering and risk management efforts for multiple government agencies and within the commercial marketplace. She is currently engaged as the CISO for multiple major healthcare systems, leads CPO and DPO engagements, and has successfully led organizations through several security and privacy incidents. Jenn is an IAPP Publications Advisory Board Member (formerly Women Leading Privacy Advisory Board Member) and is a National Girls Collaborative Champions Board Member, supporting STEM activities for girls nationwide. Jenn previously served on the HIMSS Patient Identity Integrity Workgroup,.
