The Centers for Medicare & Medicaid Services (CMS) (@CMSGov) encourages you to submit Promoting Interoperability measures and improvement activities for consideration for future years of the Merit-based Incentive Payment System (MIPS). The MIPS Annual Call for Measures and Activities process allows clinicians, professional associations and medical societies that represent clinicians, researchers, consumer groups, and others to identify and submit measures and activities. Currently, we are accepting submissions for:
- Measures for the Promoting Interoperability performance category
- Activities for the improvement activities performance category
What We’re Looking For
For Promoting Interoperability: CMS is looking for specific measures that build on the advanced use of certified EHR technology (CEHRT) using 2015 Edition Cures Update Criteria; highlight better beneficiary health outcomes and provides access to their health information; promote interoperability and health information exchange; facilitate improvement in patient care practices, reduce reporting burden, or includes an emerging certified health IT functionality or capability; align with improvement activities and quality performance categories of MIPS; align with the Promoting Interoperability Program for eligible hospitals and critical access hospitals (CAHs); do not duplicate existing objectives and measures; are feasible to implement; and are able to be validated by the CMS.
For Improvement Activities: CMS is looking for the following when considering new activities: relevant to an existing improvement activities subcategory (or a proposed new subcategory); move toward achieving improved beneficiary health outcomes; feasible to implement, recognizing importance in minimizing burden, including, to the extent possible, for small practices, practices in rural areas, or practices in areas designated as geographic Health Professional Shortage Areas (HPSAs) by the Health Resources and Services Administration (HRSA); has evidence that supports that an activity has a high probability of contributing to improved beneficiary health outcomes; can be linked to existing and related MIPS quality, Promoting Interoperability, and cost measures as applicable and feasible; can be validated by CMS; do not duplicate other improvement activities in the Inventory; and should drive improvements that go beyond purely common clinical practices.

If you’re interested in proposing new measures and activities for MIPS, review the 2023 Call for Measures and Activities Overview Fact Sheet in this toolkit and fill out and submit the forms from the toolkit for the following performance categories during the specified submission periods:
- Promoting Interoperability Performance Category (Submission Period: February 1 – July 1, 2023 for 2025 measures)
- Improvement Activities Performance Category (Submission Period: February 1 – July 1, 2023 for 2025 activities)
