Earlier this year ONC and CMS issued two transformative rules that implement the interoperability and patient access provisions of the 21st Century Cures Act. These final rules require both payers and providers, public and private entities to share health information between patients and other parties while keeping that information private and secure. The COVID-19 crisis has revealed the challenges associated with accessing critical clinical and claims data for patients from both health systems and payers.
Implementation deadlines are fast approaching, including these major components within the next 14 months:
July 1, 2021
- Patient Access API – health plans must make specific patient data available to the patient’s third-party application of choice
- Provider Director API – health plans must publish in-network provider lists
January 1, 2022
- Payer-to-Payer Data Exchange – health plans must be able to enable patients to move between health plans and payers upon patient request
