The Centers for Medicare & Medicaid Services (CMS) opened data submission for Merit-based Incentive Payment System (MIPS) eligible clinicians who participated in the 2023 performance year of the Quality Payment Program (QPP). Data can be submitted and updated until 8:00 p.m. ET on April 1, 2024.
How to Submit and Review Your 2023 MIPS Data
Follow the steps outlined below to submit data:
- Go to the Quality Payment Program sign in page.
- Sign in using your QPP access credentials.
- Submit your MIPS data for the 2023 performance year or review the data reported on your behalf by a third party. (You can’t correct errors with your data after the submission period, so it’s important to make sure the data submitted on your behalf is accurate.)
The following submission resources are available on the QPP Resource Library:
- 2023 Traditional MIPS Data Submission User Guide (PDF, 3MB)
- 2023 MVP Data Submission User Guide (PDF, 2MB)
- 2023 APP Data Submission User Guide (PDF, 3MB)
- 2023 QPP JSON Templates and Instructions (ZIP, 594KB)
- Quality Payment Program Access User Guide (ZIP, 3MB)
- 2023 CMS Web Interface FAQs (PDF, 924KB)
- 2023 CMS Web Interface User Guide (PDF, 4MB)
How to Sign In to the QPP Data Submission System
To sign in and submit data, clinicians will need to a HCQIS Authorization Roles and Profile (HARP) account and a QPP role. For help enrolling with HARP, please refer to “Step 1. Register for a HARP Account” in the Quality Payment Program Access User Guide (ZIP, 3MB). For help obtaining a QPP role, please refer to “Step 2. Connect to an Organization” in the Quality Payment Program Access User Guide (ZIP, 3MB).
CMS encourages all users with an existing HARP account to sign into the QPP website now to ensure they don’t lose access.
Note: Clinicians who are unsure about their eligibility to participate in MIPS for the 2023 performance year can check their final eligibility status using the QPP Participation Status Tool. Clinicians and groups that are opt-in eligible will need to make an election to opt-in or voluntarily report before they can submit data. (No election is required for opt-in eligible clinicians and groups that don’t want to participate in MIPS.)
Reminder: Preliminary Scoring No Longer Available During Submission
As a reminder, CMS is eliminating the preliminary score and preliminary category-level scores from submission beginning with data submission for the 2023 performance year. You’ll be able to preview your 2023 final score in mid-June 2024 and view your 2025 MIPS payment adjustment information in mid-August 2024.
Review the Changes to the 2023 Data Submission Experience Fact Sheet (PDF, 257KB) for more details about this change to the data submission experience.
